The behaviour which is shown within this particular contribution is expected based on the information provided within this particular contribution. The problem that I can see you're having with this application is that you're trying to set a due time that is before the start time. The developer has placed validation on this to prevent this occuring, this is why it keeps resetting back to 12:00. Based on my findings it will default back to 1 hour from the due to time in the event that an invalid time is found.

The time picker on this application uses a 24-hour clock, you can see that 12, 1, 2, 3, 4, 5, 6,7,8,9, 10, 11 can be seen on the outer dial on time picker within 13,14,15,16,17, 18,19, 20, 21,22,23,00 are shown on the inner dial. You should use both dials to set a valid time.

Although I believe the picker used could be improved which in turn could improve the user experience on this occasion I don't believe an issue has occurred based on this contribution or the current features of the application. This is why, unfortuenatly this particular contribution cannot be approved.
