No. That's just someone forking Steem code and adding some code. Anyone can that. Go create a github account and you can do the same.

This is not a true justification about @steemit power down. It is really a matter of serious consideration if they don't trust on there own platform. What does it mean steemit wallets are not secure. What's going on inside steemit Inc?

It does not mean, steem wallet is not secured per se, it is just a warning precautionary message, or it means that you have the responsibility of your own token assets, or this might mean all of above.
All cryptos are not secure, depending on how you may use it.
