Yes. If the account creation fee for creating their account is 3.0 STEEM, then they will have 3.0 SP worth of RCs.
But if the account is created with "Discounted Account Creation".
It will still be the account creation fee.
I tested an account with 0 Sp and I can't do any operation to the testnet.
