Witness Mini Update: Register Fee Changed

As we can see, on the top 100 Witness, almost everyone has set their register fee at 3 Steem, mine was at the old default 0.1, I have just updated mine to reflect the number other witnesses are also choosing. This update shouldn't be as frequent as the price update, but I will keep my eyes open on the registration fee discussions that have been raised after HF20
