At very least, the more people become aware of witness voting, it is more likely they will participate. "Rule of 7" the Rule of 7 is a marketing principle that states that your prospects need to come across your offer at least 7 times before they really notice your offer and start to take action. Perhaps this could be 1 of 7 times someone learns or reads about witness voting. If they participate, then they are ahead of the curve.
