I think the question that might bother some and may be seen as the reason for the ban is how involved is the United States government in the events prior to and after the 9/11 attacks. Were they innocent bystanders, surprised by daring terrorists or were they aware and did nothing to stop it.
I feel there's worry as to the content the documents might reveal and it's possible effect on the war on terror, thus the ban but it could also be a conspiracy theory group seeking popularity and just a whole lot of hogwash or some less incriminating matter.
That's an interesting point. And I sort of agree with you. However.. 2 million is nothing to those people you would think they would just pay it up instead of incriminating themselves even more by trying to censor?
