Cooper's Hawk is the raptor, or possibly a Sharp-shinned Hawk. Both are accipiters, and can be nearly impossible to tell apart. I'm going by the appearance of the eyes being set forward on the head, and the longish looking tail. In a Sharp-shinned the head is smaller making it look like the eyes are set in the middle of the head. Both have long tails, but this looks like it has 4 stripes. I am not certain of the prey.
