Too much red tape involved I’d say. And the top brass probably see it as a minute decision even though it saves money and it is pushed down the agenda until it becomes the biggest problem

They are on a huge cost cutting exercise and it is sitting under their bloody noses. Have always been good at this stuff, finding where the wasted expenses are.
