I couldn’t make out the nomenclature. 4.8, 12kv, whatever it is.. a simple step down, ‘whatever’ it is. “It” is a transformer and there’s NO protection from vehicles or anything else running into it.

That isn’t normal.

They won’t hurt, should 14kv go to ground with you sitting on top of it, you won’t feel a thing. What do you think @jlsplatts, would they feel it?

Are you talking of the car were to become energized?
If so then you would have step potential when you get out of the car.
Car energized slowly leaking electricity out through the tires. The. You hit the ground while touching the car BOOM DEAD. Or is you manage to jump from the vehicle. Your safest bet it so hop both fee simultaneously. Again difference in potential between both feet when walking. The electricity dissipates leaving a difference in potential from one foot to the next. Which could cause electrical shock and possible death.
So if you have to leave the vehicle, like if it is on Fire your best bet is to hop and keep hopping. And once you think you are far enough away, keep hopping.
