I believe on DIRECT democracy. Each human must have equal voice on every common meters of the community.
But we need make some tweeks even to a direct democracy. Like this:
If your voice is declined - you must keep this voice for future disputs. If your voice is accepted - it's gone. So if 1% of people REALLY whant to pass this 1 of 100 laws - they will be able to do so. If majority of 51% want to make they own laws, they will be able to do this with 51% of laws.
If 51% makes 100% decisions - it's a totalitarism, not a democracy.
