I'm honestly not sure of how the changes will impact account creation, but either way life goes on for the next month plus until HF20 happens and this will work until then. Will have to do a little research into the effects later.

I think that there is something new replacing bandwidth and this can also be used to create accounts. Also if you use Steem to create an account the steem is lost rather than being put into the new account.

You will be able to have a 0sp account going forward and it will be able to function, but the votes won't count. The first 50 vests of EVERY vote will be taken off the top (about 1.2sp at 100% VP at 100% voting weight) and just returned to the voting pool. This is how they are solving the bandwidth issues.

If the steem is gone going forward I'll need to find a new way to create accounts assuming the cost is the same. But being there will be no minimum needed to run an account I'm not sure if the fees will stay the same. Haven't seen this really spelled out yet in a post...but haven't had time to read everything either.
