It can be crowded; but it is quiet when your there at 4am ! A couple of years ago they banned swimming in the pools since it was being damaged by tourists. It would be too dangerous to jump though the cave as the shaft goes up though the cave many meters and is quite the drop into relatively shallow water.
Yeah that is basically the strategy for every touristic location - just go there when no one else wants to. When I travelled Java I met a lot of other backpackers who didn't want to visit the UNESCO Heritage site Borobudur, because it is way too crowded. But I went there for sunrise and it was just amazing!
