Seems like it was completed in 2000, according to this link:

The ten tree sculptures located north of the west tower of Bankers Hall, on Stephen Avenue, are a gift from Trizec Hahn Office Properties to the City of Calgary, made in 2000 following the completion of the second Bankers Hall office building.
Since it is difficult to grow trees in Calgary, it was decided that the ten sculptures comprised of two design types would take the form of stylized trees as conceived by the Architect.

Also, I do remember not seeing many trees indeed, except greenery on the banks of the river. I've looked up why it is difficult to grow trees in Calgary, and there is an explanation too:

Calgary was built upon a treeless plain, the northwest corner of the Great Plains of North America. This isn’t to say that that trees won’t thrive here; all it says is that naturally few trees grew here. Those that did were near a natural water source.

The urban forest we live in today is a testament to earlier generations who wanted to soften the hard glare of the summer sun and the cutting edge of the winter winds. If you plant a lot of trees and keep dumping that Bow River water on them, a prairie oasis can be built. This is really the only strategy that works here: water, water, water.

Very interesting indeed!

Its a very flat place, I distinctly remember looking from the airplane window and seeing flat plains everywhere and the Rockies in the distance to the west. Funny how some things stick in your head. There were no trees as it states above.
