I'm sure that the plant from the photo is Echinocactus grusonii! Not Parodia sanguiniflora.
It is for some time growing in place where is not enough sun so it has etiolated. ... Whole body should be look like the bottom part of the plant (look at the difference in spines) and should be in a shape of a ball, not columnar....
But if you want you still can save it. .. give it healthier life.

The best thing to do if you want to save this plant is to cut that columnar-wrong-grown part, and next spring place it on more sun , slowly increasing the strength of the sunlight. Then the new rounded heads will grow, and the plant will again be healthy and strong.
You can also leave it this way but that columnar part with weak spination will always stay it's weakness.
