A solution would be to only allow novice accounts on the ranked leader board to enter novice tournaments.
You'd have to have something in place to stop multi accounting, but this would at least distribute the prizes over a greater number of accounts.

I think that would be a starting point, but without deeper tournaments, the disenchantment just moves to the Bronze category when they come up against the big guns.
