Facebook isn't any different to any other capitalist enterprise - the advent of the railways sprang to mind when I read this, and mass industrialisation generally. It's the next wave.
Governments are helpless because they know very little about what's involved and the implications, the parlous questioning of Mark Zuckerberg by US Senators illustrated that.
As well as the very aggressive monopolising, Facebook is adept at exploiting addictive tendencies (you've written elsewhere about this) and we are very poor at educating children and young people how to manage this still relatively new social environment.

It's easy to forget how new all of this is! 15 years is nothing... you're right that governments are still playing catch up! So are schools.

Nation states and their agents are very much on the back foot I feel... they've got nothing other than lame defensive 'mindfulness programmes' for kids.

I'm having a leave my phone in another room day, combined with write everything in word first, then just have one or two windows open.

Currently on lunch so having a social media break.

It's the way to go with these sites... schedule a period of time to be on them, and then GTG off them for 95% of the day!
