Given that checking is error prone, it makes a case to have even more checks.
The seatbelt thing ... Well there's something to be said for reminders and rituals around certain things, particularly safety reminders. Also, the extended nature of the safety demo ritual gives the crew a chance to size up how the passengers are settling, gives the passengers an extended transition ritual from active/jostling to sitting still and surprisingly probably helps settle the nerves of the slightly nervous flyers. I'm probably one of the few frequentish flying passengers that actively pays attention during the safety demos for the above reasons - well I don't have the nerves anymore.
