Welcome back. The new Resource Credit system is much better for the blockchain. It essentially measures how much each type transaction (upvoting, following, commenting, etc.) costs the blockchain so that we can get an accurate depiction of the real cost of operating this thing. Basically, those that require more activity on the blockchain need more bandwidth (Steem Power) whereas before, everybody was paying for everybody elses activity. This has drastically reduced spam because spammers are usually not interested in investing into the platform, therefore they can only make a few comments before running out of mana.

I am happy looking at the comment section of many posts and not seeing much spam anymore. This is awesome.
