Basically yes.

On the financial field for example, imagine asking for a loan on a blockchain, but the asset that’s backing that loan is on a different blockchain. With a cross-chain smart contract if the person doesn’t pay back the loan, the smart contract could trigger a transaction on the second blockchain and send the assets that were backing up the loan (the collateral) to the person who didn’t receive his loaned money back.

This is just an example of how Wanchain can make financial tools more sophisticated thanks to multi-chain developments.

Wouldn't dapps operate like that simply by using smart contracts? What about decentralization plans?

Yes, by using cross-chain smart contracts the dapp will have cross-chain capabilities.

With decentralization, I guess you mean that cross-chain capabilities shouldn't rely on Wanchain alone right?

I've recently read some stuff on decentralization and now I realize that was a stupid thing to ask!
