The witnesses were trying to do some vetting to make sure new users were real people. I don't know how successful or diligent they've been but I do know there is far less "bot influence" on the platform so far.
Technically the system operates very similar to the way STEEM did before HF20, so yes it is a clone of sorts. The main difference for me is the people and culture. There are some benevolent whales, some co-operative devs and there is a strong focus on community building and engagement.
That's interesting that they have the witnesses do the approving. I rather like that. It means someone who is helping run the platform is also making sure the accounts are legitimate.
Things tend to be more cooperative when the group is smaller. It's easier to help people when you know them. Glad it's going well there!
