Honestly, I think most of the top 20 witnesses are allowed to skate on by. I'm sure they do a lot which I'm not aware of, but wish they'd share more of what they're using all the Steem they're earning. I know they were running for a little bit at a net loss due to the cost requirements and I'm not sure if that's still true, but they were making damn good money as you said.
Yeah, some damn good money was made during the highs of 2017 and not only that, a number of top 20 witnesses either run bots or sell votes/delegate to bots taking even more from the reward pool.
Which one of them is skating by? I cant say, but some definitely are.
The problem is that STEEM has still a lot to go when it comes to token redistribution.. the top 5% still have too much power, meaning that its actually imperative for small accounts to earn as much as they can any way they can. If witnesses rely on more of us, rather then less, then they need to work to please the masses instead of just 1 guy (@freedom)
On a side note.
Its extremely hard for the smaller accounts like us to enter "the special group" or find a sponsor that will support your content, but there are ways to accumulate tokens regardless.
A fair number of ways...
